Though Pharaoh was the ruler of the ancient world and the most powerful man in this time, he was actually someone driven and riddled with fear. It's his fears that cause him to carry out murderous decrees of the Israelites. In contrast, we see powerless women like the Hebrew midwives and Moses's mom defy the laws given by Pharaoh. Their fear of God, and being driven by love rather than cynicism allows them all to be wrapped up in a conspiracy that saves. Though powerless, we see that their exercise of faith allowed them to be on God's side of history.
